中国电力工业的能源结构以煤电为主,煤电占装机容量的70%,占总发电量的80%,煤电关乎整个电力工业的存亡。这些年煤炭价格暴涨,而政府却严格控制电价,出现了煤电矛盾。为什么会出现煤电矛盾?简而言之,是因为煤炭价格可以随便涨价,而电价不能随煤价上涨,造成煤炭超额利润,电力严重亏损,发电企业高负债,不少已经资不抵债,资金链断裂。
