水资源是基础性的自然资源和战略性的经济资源,是生态与环境的重要控制性要素。党中央、国务院高度重视水资源问题,采取了一系列重大政策措施,推动我国水资源管理工作取得重大进展。当前,新疆处于大开发,大建设加快全面建设小康社会步伐的关键时期。要走新型工业化和现代农业化道路,合理利用水资源是实现发展的基础,因此,要加强对水资源的管理。
Water resources are basic natural resources and strategic economic resources. They are important controlling factors of ecology and environment. The Central Party Committee and the State Council attach great importance to the issue of water resources and adopted a series of major policy measures to make significant progress in water resources management in our country. At present, Xinjiang is in a crucial period of accelerating the pace of building a moderately prosperous society in an all-round way in its development and construction. To take the road of new-type industrialization and modern agriculture, rational utilization of water resources is the basis for its development. Therefore, it is necessary to strengthen the management of water resources.
