一、深圳市水行业管理的现状和问题目前深圳市的水行业管理是多部门分工管理，城市防洪及水源由水务局负责；城市雨污水系统由城管办负责；自来水是商业化的，主要由国营的市自来水公司提供服务，市水务局实行供水行业监管。这种多头管理和政企不分的管理体制，已不适应改革的需要。深圳市水行业管理目前主要存在如下问题：
