在农村土地集体所有权、农户承包权、经营权这“三权分置”的背景下,为激活农地财产性功能,我国各地进行了农地经营权抵押融资探索,到现在形成了“农户+金融机构”等模式,而成都市温江区将农地经营权与地上附着物一并抵押,由政府设立基金,引导相关主体积极参与的“农户+政府+担保机构+金融机构”融资模式,具有自身特色,其经验具有一定的借鉴意义。
