复杂的公共治理事务需要加强政府组织跨部门知识共享。实证调研结果显示,人口统计变量对政府跨部门知识共享的强度与质量具有一定的影响。其中,性别、学历以及工作性质具有显著性影响,而年龄、行政级别以及工作年限则没有显著性影响。为促进政府跨部门知识共享活动,有必要关注人口统计变量的影响并采取相应的对策。如,针对性别的影响,应健全女性公务员参与的制度安排,提升其对知识共享的感知水平;针对学历的影响,应加强学习型组织文化建设,破除结构性和制度性障碍因素,提升知识共享效果。
Complex public governance issues need to be strengthened by government organizations to cross-sectoral knowledge sharing. The empirical research shows that the demographic variables have an impact on the strength and quality of government cross-departmental knowledge sharing. Among them, gender, academic qualifications and the nature of work have a significant effect, while age, administrative level and length of service have no significant effect. In order to promote government cross-departmental knowledge sharing activities, it is necessary to pay attention to the impact of demographic variables and take corresponding measures. For example, in view of the gender influence, we should improve the institutional arrangements for the participation of female civil servants and enhance their awareness of knowledge sharing. In view of the impact of academic qualifications, we should strengthen the building of a learning organization culture, eliminate structural and institutional barriers and enhance knowledge sharing effect.
