新农村建设是转变经济增长方式、建设节约型社会、减轻就业压力和国家政治社会长期稳定的现实选择。本文针对新农村建设面临的问题和困难,提出:必须走有中国特色的新农村建设的道路,统筹城乡经济社会发展,缩小城乡二元结构,促进资源向农村配置;推进现代农村建设,培育新农民;深化农村改革,反思并重构农村政策体系,构建强有力的乡村二级组织体系;大力发展农村公共事业,加强农村基础设施建设,整治乡村环境。 The construction of a new countryside is a realistic choice of transforming the mode of economic growth, building a conservation-oriented society, alleviating employment pressure and long-term political stability in the country. In view of the problems and difficulties that new rural construction faces, this paper puts forward that we must take the road of building a new socialist countryside with Chinese characteristics, make overall plans for the economic and social development in urban and rural areas, narrow the dual structure of urban and rural areas and promote the allocation of resources to rural areas, promote the construction of modern rural areas and cultivate new Peasants, deepen rural reform, reflect on and reconstruct the rural policy system, and build a strong rural second-level organizational system. We will vigorously develop rural public utilities, strengthen rural infrastructure construction and rehabilitate the rural environment.
