白沙灌区始建于1954年,设计灌溉面积2.02万hm2。该灌区已运行多年,由于年久失修,灌区输水损失相当严重,渠系水利用系数仅为0.4左右;早在20世纪60、70年代,白沙灌区还是河南省的先进典型,1980年以来,由于市场经济影响,农业逐步被人们忽略,灌溉开始走下坡路,灌区很少放水浇地,大田农作物不是不旱,而主要是灌区工程老化失修,渠道渗漏跑水漏水严重,加大了灌溉成本;再一个原因是,受市场经济影响,农业的投入产出不成比例等,轻农思想逐步扩大蔓延,形成恶性循环。因此,白沙灌区近几年来抓住国家加大对农业的投入以及解决“三农”问题和拉动内需等有利时机;一直在着手搞《白沙灌区节水改造规划》,恢复原有工程面貌和灌溉面积,力争在3年内改造成各项设备齐全的、全面实现节水灌溉和科学灌溉的现代化灌区。 Baisha Irrigation District was founded in 1954, design irrigation area of ​​20,200 hm2. It has been engaged in the “Baisha Irrigation District Water Conservation Improvement Plan” to restore the original project appearance And irrigated area, and strive to be transformed within 3 years into a fully-fledged, fully integrated irrigation system for irrigation and scientific irrigation of modern irrigation.
