近年来,福建省漳州市行政服务中心推行以“一个承诺、两个保障、三个机制”为主要内容的“123”政务服务工作模式,以常态化的工作机制、可操作有约束的工作标准自觉践行“为人民服务”的宗旨,实现在高效优质服务中巩固基层工作基础,在贴近民心民生中密切党群干群关系。“1”即践行一个承诺——“马上就办”。“马上就办”是指对群众合理诉求立说立行、高效办成。漳州市行政服务中心向社会公开承诺,凡是不需要现场勘察、集体讨论、专家论证的一般性审批事项,窗口受理后马上办结;不能马上办结的审批事项,明确时限,限时办结;确实不能办的,严格实行否定报备制,并向申请人作出说明,努力做到为民、尽责、廉洁、高效。
