政府权力接受国民的有效监督,是实现依法治国必须面对和解决的问题。民众监督在中国特色社会主义监督体系中发挥着不可替代的重要作用,几年来取得了积极的发展。但是,目前还存在着几个方面的问题:权利制衡约束权力显得软弱无力,监督权利缺乏有力保障,民众舆论监督渠道不够畅通,对隐私权的法律保护不到位,对民众的政府信息公开不足,以民众监督为基础的合力尚未形成。为此,需要从几个途径来完善民众监督:准确把握民众监督理论和历史经验教训,完善民众监督机制,利用科技进步手段推动新型民众监督机制的发展,重视舆论监督作用,创造人民监督政府的政治条件。
