1929年8月美商上海电力公司同上海公共租界工部局签订供电特许权协议,以此为基础向界内及界外工部局道路提供电力服务,一直到1943年在日军管辖下失去自主经营权。在此期间公共租界内电力收费经历过数次变动,具体方式包括基本费率调整、汇率附加费和燃料附加费的征收。本文研究1930—1942年间公共租界中的电费调整情况,并分析电力公司的调价特点和工部局的监管特点。
In August 1929, the US-based Shanghai Electric Power Company signed a power supply concession agreement with the Shanghai Public Security Bureau and the Shanghai Municipal Commission of Public Security. As a basis, it provided power services to the roads of the industrial and industrial bureaus inside and outside the boundary and left the autonomous power under the jurisdiction of the Japanese army until 1943. In the meantime, electricity charges in the public settlements have undergone several changes, including basic rate adjustments, exchange rate surcharges and fuel surcharges. This paper studies the electricity tariff adjustments in the public concession from 1930 to 1942 and analyzes the price adjustment features of power companies and the regulatory features of the MOB.
