改革开放给北海的经济建设带来了大发展,使一个只有几万人口的边陲小城变成了一个集金融、商贸、旅游、工业、交通为一体的多向型发展的地级沿海开放城市。新形势下,北海的社会治安出现了许多新情况、新问题。刑事犯罪日趋严重,诱发犯罪的因素不断增多。潜在的不稳定隐患时有露头,打击犯罪的难度加大,控制网络空隙增多,社会防范能力减弱。北海公安工作面临的挑战一、刑事犯罪活动的变化90年代北海的经济建设发生了深刻的变化,刑事犯罪活动也发生了剧烈的变化。由于外来人口的增多,境外黑社会的渗透,使原来较封闭的单一型犯罪模式逐渐转换成“南北交融”、“开放型”、“多维型”犯罪结构形式,使北海的刑事犯罪活动从案件总量、质量、作案手段、方式和作案成员构成上都发生了新的变化。
