According to the indicators as stipulated in the “Basic Standard for a Well-off Standard of People’s Life”, on the whole, by the end of 1999, China has completed 94.6% of its intake of food and clothing. It is estimated that by the year 2000, the overall national average will enter the initial stage of a well-off society and three-quarters will be able to lead a well-off life. In the 21 years since the reform and opening up, as the party’s work shifted its focus to economic construction as the center and the “three benefits” as the standard, the party has led the people of the whole country in building a well-off society
