项目一:生态林业示范园项目
　　
　　一、项目背景
　　生态林业示范园位于青岛经济技术开发区西部，小珠山南麓周家夼水库周边。园区总面积约2.5平方公里，其中中心区规划总面积22万平方米。
　　二、项目建设内容
　　该项目建设属小流域综合治理与开发，建设目标为完善十大功能区，建成林业观光园、百花园、盆景园、茶园、“农家乐”风味餐厅、钓鱼岛、帐篷区、别墅区等园区，项目总投资5100万元，一期生态林业建设投资2100万元，二期休闲、娱乐、居住、度假设施投资3000万元。
　　三、项目实施计划
　　项目前期工作：项目所需350多亩耕地和3000多亩山林地已办理了相关手续，已投资500多万元，对项目场地进行了整理性开发，完成了苗木种植规划，完成了1000多米河道治理，对茶树、桂花、红楠、广玉兰等20多种名贵树种进行了购置。
　　四、项目完成后达到的水平
　　建立起生态林业的格局，具备休闲、娱乐、餐饮条件，建立一定规模别墅区，建设成为一个旅游观光区。
　　五、投资估算
　　该项目按一期投资2100万元。
　　1、固定资产投资1650万元。（1）工程项目投资900万元，包括自恒温大棚、河道及山、坡地整理；（2）灌溉及其他设施安装150万元；（3）良种苗木费500万元；（4）不可预见费30万元；（5）利息70万元；
　　2、流动资金投入450万元
　　六、财务分析
　　（一）生产成本和收入估算
　　总成本费用312万元。1、管理人员50人，每年工资及福利40万元。2、折旧按10年计每年50万。3、维护费，按折旧的10%，计为10万元。4、财务费用，主要包括贷款利息70万元。5、管理费，80万元。6、土地租赁费：62万元。
　　收入估算700万元。高科技良种毛收入220万元，育苗花卉毛收入280万元，养殖毛收入150万元，其它毛收入50万元。
　　（二）财务盈利能力分析
　　1、纯利润=收入-总成本-营业税=700万-312万-18万=370万元
　　2、投资回收期：总投资÷年利润=2100÷370=5.6，即5年半收回全部投资。
　　
　　项目二：棘洪滩水库至黄岛供水工程
　　
　　一、项目单位基本情况
　　该项目单位为青岛经济技术开发区自来水总公司，国有企业，现有固定资产2.8亿元人民币（折合3，386万美元），注册资本2，860万元（折合354.83万美元），职工395人，该公司拥有三个净水厂和一个提泵站，DN100--DN1200的管线280多公里，日供水能力11.2万吨，该公司拥有100多名优秀的专业技术人员。
　　二．项目内容
　　本项目为新建城市基础设施，目的是引进先进的技术设备和资金从青岛棘洪滩水库（该水库为黄河水）引水至青岛开发区，以解决青岛开发区自来水供水不足的问题。该项目被列入青岛市政府要办的12件大事之一。该引水工程，即：提水泵站，输水管线，净水厂，调蓄水库，高位水池及配水管线工程。.
　　三、投资额
　　工程总投资25，309.95万元人民币，折合3，060.45万美元。
　　四、合作方式
　　采用合作、合资、国外贷款和BOT等国际合作模式，引进资金、技术和先进的管理信息系统，兴建供水管网并提供相关服务。合作期限为２０年。
　　五．市场预测及经济效益
　　青岛属缺水地区，预计2000年后，青岛开发区原水需求量将达到17.79万立方米/日，城区供水缺口为6.6万立方米/日。因此，估计水价呈上升趋势。新建棘洪滩至黄岛供水工程具有良好的经济效益和综合社会效益。按目前价格计算，项目投资回报率为１０％，投资回收期10年。

　　Investmen Inveitation Projects from Qingdao Development Zone
　　
　　I. Ecology Forestry Demonstration Garden
　　
　　1) Project description: The project is located in the western part of the Qingdao Economic and Technological Development Zone (QETDZ), close to a reservoir. The garden is designed to cover 2.5 square km with a central area covering 220,000 square meters.
　　2) Project content: To build the garden into a tourist resort. Ten functional areas will be built, including a forestry tourist garden, a flower garden, a garden of potted plants, a tea plantation, a specialty restaurant, an angling island, a camping area and a villa area. Land required by the project - more than 350 mu of farmland and over 3,000 mu of hilly land (one mu of land is one-fifteenth of a hectare) - have been procured. A total of 5 million yuan has already been spent on the project, for initial treatment of the land, planting saplings, dredging more than 1,000 meters of waterway and purchasing more than 20 varieties of precious trees.
　　3) Investment: Total investment in the project will be 51 million yuan. Phase One will requirement an investment of 21 million yuan and Phase Two 30 million yuan.
　　Of the 21 million yuan for Phase One development, 4.5 million yuan will be used as operational capital, and 16.5 million yuan as fix-asset investment, which breaks down into: a) 9 million yuan for various sub-projects, including greenhouses, waterway dredging and land development. b) 1.5 million yuan for irrigation and other facilities. c) 5 million yuan for nursery stock of good strains. d) 300,000 yuan as unexpected expenses. e) 700,000 yuan as interest payment.
　　4) Financial analysis: Annual cost is calculated at 3.12 million yuan; annual revenues 7 million yuan; and annual net profit 3.7 million yuan. Investment is expected to be recouped in 5.6 years.

　　II. Water Diversion Project
　　
　　1) Project description: It is a project to divert water from the Jihongtan Reservoir (containing water from the Yellow River) to QETDZ, which faces a shortage of water supplies. Project owner is QETDZ Water Company. A state-owned enterprise, the water company has assets of 280 million yuan (US$33.86 million) and a registered capital of 28.6 million yuan (US$3.55 million). The company operates three purification plants, a pumping station and more than 280 km of pipelines. It supplies 112,000 tons of water a day.
　　2) Project content: To build pumping stations, transmission pipelines, a water purification plant, a water regulatory reservoir and an elevated water tank.
　　3) Investment: Total investment will be 253 million yuan (US$31 million).
　　4) Form of cooperation: Joint venturing, cooperative operation, loan provision or BOT; term of cooperation is 20 years.
　　5) Financial analysis: QETDZ requires a daily water supply of 177,900 cubic meters. Supplies are now 66,000 cubic meters short a day. Prices of tap water are expected to rise. At current prices, return on investment will be 10%. Investment is expected to be recouped within ten years.
