在对城市机动车停车产业化发展的必要性和紧迫性分析的基础上,从思想观念淡薄;停车场定性不准,产权有待明晰;管理体制有待改革等方面深入探讨了城市机动车停车产业化发展存在的关键问题,最后提出了停车设施建设投资优惠政策,停车定价收费政策,停车违章处罚政策等政策保障;协调衔接停车规划与停车设施建设,建立“规模合理,结构适当,布局优化”的停车系统等规划保障;鼓励高技术的机械式立体车库,建立完善的停车诱导信息系统,完善咪表停车管理系统等技术保障。为城市静态交通的进一步发展和整改提供了理论依据和可操作性决策支持。
Based on the analysis of the necessity and urgency of the industrialization of urban motor vehicle parking, the paper discusses in depth the urban industrialization of motor vehicle parking from aspects of weakness of ideas, uncertainty of parking lot, property rights to be clarified, and the reform of management system. Finally, the author puts forward the policy of investment preferential policies for parking facilities construction, parking pricing charging policy and parking violation punishment policy, and coordinates the construction of parking plan and parking facilities to establish “reasonable scale, appropriate structure, layout optimization ”Parking system and other planning support; encourage high-tech mechanical three-dimensional garage, establish a comprehensive parking guidance information system, improve the parking meter management system and other technical support. It provides a theoretical basis and operational decision support for the further development and rectification of urban static traffic.
