平凉地区位于泾河、渭河上游的黄土高原沟壑区,是华北冬麦区的西北边缘,辖七个县,全区农业耕地680万亩。其中山地77％,塬地14％,川地9％。温暖半干旱大陆性气候,地下水埋藏很深,水资源缺乏,依靠天然降水生产。主要农作物为冬小麦、玉米、高粱、糜谷、洋芋、胡麻、油菜等。无霜期160天左右,基本上一年一熟,复种指数约115％左右。由于生态失去平衡,旱、冻、风、雹等自然灾害频繁,加之对土地经营不当,使农业生产处于恶性循环。建国以来粮食生产虽有所增长,但产量仍低而不稳,年际波动频率大,变幅高达50％。全区平均单产约150斤,低于全国平均水平,劳动生产率仅为全国的75％。

Although the grain production has increased since the founding of the People’s Republic, its output is still low and unstable, with frequent fluctuations of interannual fluctuations of up to 50%. The average yield in the region is about 150 kilograms, lower than the national average, labor productivity is only 75% of the country.
