刘局长在一九五四年六月计划工作会议的报告:‘为适应新情况新任务坚持把计划工作水平提高一步’,指出我们的任务首先是:‘国家要求我们并将进一步要求我们为新建工业提供资源。不难理解,各个工业系统的基本建设全面开展后,必然要向钢铁企业提出数量巨大、质量严格和花色较前复杂的钢铁资源供应,保证以合格生铁……与型号适应要求的耐火材料产品供应工业建设的需要,对我们来说是责无旁贷的事情。在这方面如果有所疏忽和努力不够、认识不足,我们就会在国家工业化前进的道路上铸下重大的或者说是不可补尝的错误与损失’。报告里还指出‘计划工作必须反对主观主义,在生产计划中主要是反保守’。我们根据以上指示,检查我们的耐火材料生产计划的一些问题。
