As we all know, static charge generates electrostatic field, which not only generates electric field, but also generates magnetic field. However, movement and quiescence are relative in themselves and refer to a frame of reference. So the difference between the effects caused by the quiescent charge and those caused by the kinetic charge is not fundamental, or the electric field and the magnetic field are closely related and can be transformed into each other. It only depends on the use of a particular frame of reference. (The exercises and rests that we usually talk about are for the laboratory frame of reference.)
