现行档案行政管理模式已有多种,虽然现行“局馆合一”的档案管理模式的应用已经取得了良好的管理效果,但在实际档案管理中仍存在一些还没有解决并且阻碍档案管理效率与质量提升的问题,如:运行模式设置依据不充分、职责不明确、职能弱化等。针对现有的问题进行原因分析,并提出优化领导结构,确定上下级关系;责任明确,划分管理;以效能为重,以因地制宜;完善管理体制,实施多样化管理模式等解决对策。
