《新疆维吾尔自治区各级人民代表大会常务委员会监督条例》业已经自治区八届人大三次会议审议通过。它的颁布实施,标志着我区各级人大常委会的监督工作走上规范化、程序化的轨道。地方人大及其常委会的监督,是宪法、法律赋予的一项重要职权,是对同级行政、审判、检察机关实施最具权威的有法律效力的监察和督促行为。监督的目的在于保证宪法、法律及法规的严格遵守和执行,保证地方国家机关及其工作人员按照法律规范正确行使职权,严格依法办事。完善监督机制,强化监督职能,对于坚持和完善人民代表大会制度,努力建设有中国特色的社会主义民主政治具有重要意义。自治区各级人大常委会建立以来,在行使监督职权 The “Regulations for the Supervision of the Standing Committees of the People’s Congresses of Xinjiang Uygur Autonomous Region at All Levels” have been considered and passed at the Third Session of the Eighth National People’s Congress of the Xinjiang Uyghur Autonomous Region.
