1 存在的问题和难点1.1 思想认识不到位 少数领导同志认识模糊,表现在:(1)是怕乱,认为搞竞争上岗费时费力,搞得不好,不仅收不到好的效果,还会引发新的矛盾;(2)是放不开手脚,虽然搞了竞争上岗,但舍不得拿出热门职位,担心将重要的职位拿出来竞争有风险;(3)是认为本单位人员已经定岗,职位不空,无岗可竟。一般干部也顾虑重重,有的认为参与竞争上岗是夺人家的位子,影响团结,造成隔阂;有的担心万一竞争不上,丢面子,难为情;有的认为竞争上岗虽然为每个人创造了一个平等的机会,但其中有弹性,可能已内定;有的年轻干部虽有信心有能力参与竞争,但考虑到竞争 1 Existing Problems and Difficulties 1.1 Inadequate understanding of ideology A few leading comrades have a vague understanding.
