一、引言在有防洪任务的综合利用水库,进行调节计算时,常遇到防洪与发电或其他水利部门间发生矛盾,特别是坝高受到地质条件、投资及施工期限等限制时,这种矛盾就显得更形尖锐,解决这种矛盾的方法之一是兴利与防洪两部分库容尽量结合使用。譬如在临近汛期末叶即行充蓄部分防洪库容来兴利;又如在掌握了洪水规律的情况下,就可在汛初开始逐步充蓄防洪库容。这在某些洪枯水期很稳定的河流上的水库如长江三峡枢纽,的确能结合得很好,基本上解决了这种矛盾,但在其支流上的情况则截然不同,洪枯水期很不固定,界限极不明显,前期洪水与后期洪水的关系找不出一定的规律,因此设计洪水的时段尽管比较短,而这个洪水却可能发生在汛初也可能发现在汛末的这样一个长时期里,所以水库往往要在这长时期里预留很大的
