内蒙古文化资源丰富,从自然特点、艺术特点及民族历史特点都具有鲜明的地域特色和民族特色,并具有发展文化产业和创意产业的先天优势。但是内蒙古文化产业发展在全国来说,仅略高于新疆。其根本原因在于观念转变,核心问题是人才缺少,尤其创新创意人才,即既懂创意又懂管理经营的复合型人才的缺少制约了内蒙古文化产业的快速发展。问题产生的原因一是在转型期时对文化产业发展的重要性认识不足;二是对文化产业发展的驱动力理念不明确;三是对文化产业创意人才的用人机制体制及培养体系未能科学构建。
