在地球上人、生物与环境彼此相依,构成了一个相互协调的整体。但三者之间的协调与补偿能力是有限和缓慢的,生态平衡中总隐藏着一些不稳定的因素。这些因素一旦爆发出来,产生的破坏作用将极为巨大。就目前来说,人类的能力还远没有达到能完全控制环境、趋利避害的程度,去年土耳其和我国台湾省连续发生地震,造成灾难性的损失,就充分说明了这一点。但是,人类没有能力完全控制环境,却有能力利用这些不稳定因素作为武器来对付敌人。环境战就是这样一个例子,它借助于各种物理或化学方法来改变某些特定地区的大气环境、海洋环境和陆地环境,“诱发”出山洪暴发、地震、海啸等破坏威力极大的自然灾难,使其巨大的能量用于军事目的,通过这样的方法达到克敌制胜的效果。
