3月25日,陕西省镇安县计划发展局局长梅光显致信陕西省财政厅厅长刘维隆,反映本县群众过河难问题。4月3日,看完梅光显来信后,刘维隆在信眉上写道:“读完这封特邮信件,我心深受感动,山区群众过河难的艰辛状况仿佛就呈现在眼前,久久不能平静。困难莫过百姓,责任就在公仆。我们财政人应从关注民生、改善民生出发,通过调研为政府出谋划策,逐步解决民生难题。建议经建处、预算处和办公室组织专题调研提出解决意见。同时这封信可印发各处室,以供同志们了解基层,体察民情之用。”9日,刘维隆又亲自给梅光显写了回信。来信和复信反映出双方对民生问题的强烈关注和改善民生的强烈愿望。我们认为,刘维隆的复信,不仅对解决过河难问题具有参考意义,对解决类似民生问题也具有参考意义;不仅对解决镇安问题具有参考意义,对解决其他地区的问题也具有参考意义。经征得作者同意,现将两封信公开发表,欢迎大家就关注民生、改善民生发表自己的见解。(据悉,财政厅有关部门已专程赴镇安调研,并已拿出解决草案。)
