中共中央关于"十二五"规划的建议和国务院根据建议制定的"十二五"规划纲要,提出未来五年经济社会发展的一系列决策部署.从建议到规划纲要,都强调以科学发展为主题,以加快转变经济发展方式为主线.主题、主线就是总目标和总要求,它是"十二五"规划的核心和关键."十二五"规划最大的亮点,就是从全局和战略的高度,根据国内外形势的新变化和突出矛盾,确定的这个主题和主线,具有很强的现实针对性和指导性.但在现有的结构、体制和利益格局下,实施"十二五"规划,最大的难点也在于贯彻这个主题和主线.因此,实施"十二五"规划,最重要的是研究怎样才能贯彻好这个主题和主线,在实践中需要关注和解决哪些重大问题,从而使主题、主线变为现实,而不是停留在规划和文件上.
