全面质量管理强调全体人员必须为所有受益者的利益进行全过程的参与,特别强调最高领导人的决策作用。从全面质量管理的角度看,影响产品质量的原因,人们早已清清楚楚,即人、机器、原材料、方法和环境,其中人的因素是主导因素,人的质量意识和技术熟练程度对质量的影响是最重要的。下面我就主要影响航天产品质量问题的原因谈几点看法。
Total quality management emphasizes that all personnel must participate in the entire process for the benefit of all beneficiaries, with particular emphasis on the decision-making role of the top leaders. From the perspective of total quality management, the reasons that affect product quality have long been clear: people, machines, raw materials, methods, and the environment. Human factors are the dominant factors. People’s quality consciousness and technical proficiency are of quality. The impact is the most important. Below I will make a few comments on the main reasons that affect the quality of space products.
