山西日报编者按:中共山西省委第三书记杨士杰同志关于晋南经济作物区的考查报告,全面地分析了晋南经济作物区的情况,并提出了带有根本性的措施意见。我们应当认识:继续扩大棉田,增产棉花,是晋南经济作物区的首要任务;而增加麦田复播面积,从而逐步实行倒茬轮作,改变耕作制度,变麦田的一年一作为一年两作,引导农民从根本上解决生产和生活问题,则是保证继续扩大棉田,增产棉花的关键问题。目前晋南地委正在结合春耕生产及粮食的「定产、定购、定销」工作,积极贯彻这一方针,这是很好的。应该指出:杨士杰同志的报告,针对着当地的具体情况,寻找增产关键,挖掘生产潜力的精神,不但适合于晋南经济作物区,而且也适合于全省其他地区。现在春耕已经开始,特将杨士杰同志的原报告稍加整理,报道如下,供各地参考。
