在喀斯特地区,独特、脆弱的土地生态环境与之要求供养庞大人口的矛盾日趋尖锐,人口-土地-环境问题尤为突出。解决这一严峻问题的途径之一是通过土地利用协调人地关系。为此必须谋求有限土地资源的合理利用,作全局性、长远性规划,协调土地资源供给与需求关系,对土地利用、开发、整治和保护作统筹安排。实现土地利用更佳的综合效益,以适应喀斯特地区经济社会持续、稳定、协调发展的要求。 土地适宜性评价是土地利用规划的先行基础工作,其评价成果可为调整土地利用结构、布局和发挥土地生产潜力提供可靠依据,具有不可轻视的地位和作用。 笔者等以贵州省息烽县为试点,通过11个月土地适宜性评价的研究,试图探索一种适用于南方喀斯特地区生态条件的具有科学性和实用性系统评价方式,其评价成果可全面满足土地利用、开发、整治和保护的需要。
In the Karst region, the conflict between the unique and fragile land ecological environment and the requirement of supporting a large population has become increasingly acute. Population-land-environment problems are particularly prominent. One of the ways to solve this serious problem is through the land use coordinator relationship. Therefore, we must seek for the rational use of limited land resources, make overall and long-term plans, coordinate the relationship between the supply of land resources and demand, and make overall arrangements for land use, development, remediation and protection. So as to achieve better comprehensive benefits of land utilization so as to meet the requirements of sustained, stable and coordinated economic and social development in the Karst region. Land suitability evaluation is the first basic work of land use planning. The evaluation results can provide a reliable basis for adjusting the land use structure, layout and land productivity, which can not be ignored. Through the study of 11-month land suitability evaluation, the author attempts to explore a scientifically and practically systematic evaluation system applicable to the ecological conditions in the South Karst region. The evaluation results can be fully met Land use, development, remediation and protection needs.
