元氏县槐阳热电厂的前身——元氏县热电厂,是县办中一型企业,经营发电和供暖。由于管理不善,1996年5月,因负债6000万元,资产负债率300%而停产。9月下旬,秋意渐浓,取暖在即,县委、县政府决定重新启动热电厂,指望它在严冬给人们带来温暖,仅此而已。年届五旬的宋景成临危受命,以厂长、党支部副书记身份,踏入静悄悄的厂区。
