两个德国于1990年10月3日统一后至1993年间,暂时保留了DB铁路(原西德联邦铁路)和ng铁路(原民主德国国家铁路)两家铁路管理系统。自1994年1月1日起,这两家铁路合并组成了统一的德国铁路股份公司(DBAG)。从而德国铁路就由国家行政机关转变为企业单位,形成了所谓的“新铁路”的概念。面对“新铁路”条件下的新形势,德国铁路工业旧的体制已经不适应市场竞争的要求,因而迅速进行了企业体制方面的改革,并逐渐形成了囊括机车车辆生产、经营业务的三大系统电气公司。在同其化运输方式竞争中,为了发挥铁路的优势,客观上要求“新铁路”与铁路工业进行更紧密的合作。在激烈的市场竞争中,各系统竞相开发出许多机车车辆新产品,以满足“新铁路”的需求,并以此谋求扩大市场占有率。
After the reunification of Germany on October 3, 1990 and 1993, the two German railways maintained the two railroad management systems of the DB Railway (formerly the German Federal Railroad) and the ng Railway (formerly the German Democratic Republic of Germany). As of January 1, 1994, the two railways merged to form the unified Deutsche Bahn AG (DBAG). As a result, the German railway was transformed from a state administration into a business unit, forming the so-called concept of a “new railway.” Faced with the new situation under the condition of “new railway”, the old system of German railway industry was no longer able to meet the requirements of market competition. As a result, the reform of the enterprise system was promptly carried out and the three major businesses that included the production and operation of rolling stock were gradually formed System Electric Company. In the competition with its mode of transport, in order to give full play to the advantages of the railway, it is objectively required that the “new railway” should work more closely with the railway industry. In the fierce market competition, various systems competed to develop many new products for locomotive and rolling stock to meet the demand of “new railway” and to seek to expand their market share.
