近年来,在城市化和工业化快速发展进程中,大量城市郊区农民从第一产业中“解放”、“剥离”出来。其中男性青壮年尚可在建筑、机械等传统行业找到合适的岗位,但多数妇女由于文化水平不高,职业技能欠缺,家庭负担较重因素的影响,难以实现充分就业。如何盘活这一“闲置”的人力资源,成为一道“社会性”难题。山东省潍坊市高新区依托区域实际,精心打造出一种集农村劳动力培训、就业、服务于一体的家庭式就业新模式,创新了就业服务方法,实现农村劳动力的就近就地转移就业,有助于破解城郊妇女就业难题。
