本世纪的最后几年,是我省经济建设的关键时期,高新技术产业发展的状况如何?能否把经济建设切实转移到依靠科技进步的轨道上来?直接关系到我们第二步、第三步战略目标的实现。一、要把发展高新技术产业作为我省经济发展的战略举措来对待省委五届二次全会提出“一高一低”的战略目标,要求我们发展速度和效益要略高于全国平均水平;人口增长要略低于全国平均水平。这个目标一经提出,便得到全省上下的一致响应,各地都明显加快了改革开放和经济发展的步伐,尤其是邓小平同志南巡谈
The last few years of this century are the critical period for the economic construction of our province. What are the conditions for the development of high-tech industries?
