孝义市从2010年启动实施天然林保护工程以来,被纳入天保工程实施范围。市委市政府按照国家和省市的统一部署,加强领导,周密安排,精心组织,严格执行“严管林慎用钱质为先”的工程建设方针,市、乡两级和天保实施单位均成立了天然林保护工程领导小组,组长由市、乡和实施单位分管领导担任,负责实施全县的天然林保护工程。市、乡和项目实施单位层层签订天保工程目标责任状,把天保工程建设任务和职责落实到单位、个人和山头地块,对职工实行任务承包制,做到了管理制度化、任务责任化。
