一、科技、经济和社会各界要明确地树立起创新观念我国历史上缺乏商品经济充分发展的社会实践,建国以后很快就实行了产品经济、统制经济的一套做法。相对地说,我们对发现和发明创造还比较重视,但对把技术应用于创造新产品并使新产品成功地到达市场这种技术创新的观念是薄弱的。另一个问题是,由于我国惯用的词汇涵义与国际通用的词汇涵义不同,我们对技术创新的解释和宣传又少,致使不少人常常把技术创新误解为只是技术领域以内的事情。我们需要突破长期存在于科技界和经济界的仅研究各自领域问题的局限,用科技与经济一体化的思想来理解和研究技术创新问题。
First, science and technology, the economy and all sectors of society should clearly establish the concept of innovation. In the history of our country, there was a lack of social practice of fully developing the commodity economy. After the founding of the People's Republic, the practice of a product economy and a controlled economy was soon implemented. Relatively speaking, we also place more emphasis on discovery and invention, but the notion of technological innovation that applies technology to create new products and successfully bring new products to market is weak. Another problem is that due to the different definitions of our common vocabularies and internationally accepted vocabularies, our explanation and promotion of technological innovation are few. As a result, many people often misinterpret technological innovation as just something within the technical field. We need to break through the long-existing limitations in the fields of science and technology and the economy that only study their respective fields. We need to understand and study the issue of technological innovation with the idea of integration of science and technology and economy.
