爲了促進生產事業之恢復與發展,必須鼓勵工人、技術人員和職員及一切從事有關生產的科學與技術研究工作者的積極性與創造性,使能充分發揚其知識、經驗與智慧,致力於發明、技術改進(?)合理化建議的工作,這對國家經濟建設事業有頭等重大的意義。過去各種企業的職工曾經作過許多有關生產的發明、技術改進和合理化建議,但有些主管機關對此項重大工作未能予以應有的注意、或未給以合理的獎勵和報酬,致使廣大工人、技術人員、職員以及一切從事科學技術研究工作者對發明、技術改進及合理化建議的積極性沒有得到應有的鼓勵,這無疑是國家經濟建設事業的損(?)爲了有組織有領導地鼓勵發明、技術改進及合理化建議,並保障發明(?)、改進技術者和合理化建議者的權益,特作下列决定: (一)由政務院財政經濟委員會統一管理全國有關生産的發明、技術改進及合理化建議事宜,並進行下列各項工作: 甲、指導各經濟部門進行有關生産的發明、技術改進及合理化建議之研究、實驗及推廣工作;
