为贯彻落实朱总理“退田还林（草）、封山绿化、个体承包、以粮代赈”的指示精神，国家林业局派员于１９９９年９月１日至９目１３日赴山西省蒲县、乡宁、吉县和陕西省安塞、吴旗县黄河流域进行了调研。现将调研情况报告如下———朱总理的指示精神完全切合黄河流域特别是黄土 In order to implement the directives of Premier Zhu on returning farmland to forests (grass), closing mountains and afforestation, individual contracting and food for relief, State Forestry Administration sent personnel to Shanxi Province from September 1 to September 9, 1999 Puxian, Xiangning, Ji County and Ansai, Shaanxi Province, Wuqi County, the Yellow River Basin conducted a survey. Now the research report is as follows --- The spirit of Premier Zhu’s instructions is completely in line with the Yellow River basin especially loess
