石油政策补贴应该与石油定价区别开来。政府应放弃头痛医头、脚痛医脚的能源价格调整,打破能源价格的行政垄断。有了一个合理透明的能源定价机制,政府仍可以通过监管和补贴来有效地控制能源价格。
Oil policy subsidies should be distinguished from oil pricing. The government should give up its headache and adjust its energy price to break the administrative monopoly of energy prices. With a reasonably transparent energy pricing mechanism, the government can still effectively control energy prices through regulation and subsidies.
