辽宁近年投资规模扩张但增速下滑、投资率高但效益下降,与发达国家工业化后期投资变动规律基本吻合。借鉴美、德、日等发达国家经验可以预判,投资近期仍是拉动经济增长的重要角色,但已到了从保障总量向提升质量转变、从基础设施向产业转移的关节点。应适时调整投资战略,以实现创新驱动、改善民生、市场化改革和均衡发展为导向,加强对重大科技基础设施、公共服务和社会保障体系、重点产业的投资,合理统筹区域、行业、城乡间的投资布局,努力提升投资质量,稳步推进辽宁工业化进程。
In recent years, the investment scale of Liaoning Province has expanded but its growth rate has declined. The investment rate is high but its efficiency is declining. This basically agrees with the law of investment in developed countries in the latter part of industrialization. It is foreseeable to draw lessons from the experience of developed countries such as the United States, Germany and Japan. Investment is still an important part of stimulating economic growth in the near future. However, it has come to the key point of transforming the total amount of the guarantee to enhancing the quality and transferring it from the infrastructure to the industry. The investment strategy should be adjusted in time to be innovative-driven, improve people’s livelihood, market-oriented reform and balanced development as the orientation, strengthen investment in major science and technology infrastructure, public service and social security system and key industries, and rationally integrate areas, industries, urban and rural areas Investment layout, and strive to improve the quality of investment, and steadily promote the process of industrialization in Liaoning.
