当前,越来越多的道路运输企业建立了ISO质量管理体系,并通过了国际审核机构的认证(以下简称贯标),有效地促进了企业管理规范化、制度化、程序化。但是,一些企业在贯标过程中却不同程度地存在着“两张皮”现象。现我结合福建省汽车运输总公司(以下简称闽运)的贯标实践,对“两张皮”现象作初浅分析。
At present, more and more road transport enterprises have established the ISO quality management system and have passed the certification of the international auditing agencies (hereinafter referred to as the “standardization”), which has effectively promoted the standardization, institutionalization and proceduralization of enterprise management. However, some enterprises have “two skins” to varying degrees in the course of the bidding. Now I combine the Fujian Provincial Automobile Transportation Corporation (hereinafter referred to as Min Yun) standard practice, the “two skins” phenomenon for the primary analysis.
