文章对当前我国乡镇企业经营机制的优劣进行了分析,认为其优势在于市场调节的经营机制、优胜劣汰的竞争机制、自负盈亏的风险机制、多劳多得的分配机制和自主灵活的管理机制,这也是近几年来我国乡镇企业迅速发展的重要原因;其劣势在于政企不分、积累机制的不规范、自我约束机制的不健全和职工队伍的不稳定,这使乡镇企业的进一步发展受到了严重的影响。要使乡镇企业经营机制中的这些问题得到克服,必须全面深化企业改革,使其真正朝着自主经营、自负盈亏、自我约束、自我发展的方向转变。文章还提出了当前完善乡镇企业经营机制的四项具体措施。
The article analyzes the current advantages and disadvantages of the operation mechanism of rural enterprises in China, and considers that their advantages lie in the market-regulated operating mechanism, the competitive mechanism for the survival of the fittest, the risk mechanism for self-financing, the distribution mechanism for more work and more, and the independent and flexible management mechanism. To overcome these problems in the operation mechanism of township and village enterprises, it is necessary to comprehensively deepen the reform of the enterprise and make it truly move toward the direction of self-management, self-financing, self-discipline, and self-development. The article also proposed four concrete measures for improving the operating mechanism of township and village enterprises.
