由中国计量科学研究院建立的同轴功率基准承担了统一全国功率量值的任务。同轴功率基准量值的准确与否直接影响到国内功率量值的统一,因此,对基准装置量值准确度的考核是至关重要的,有必要研究一种切实可行的考核方法,对同轴功率基准装置进行考核。鉴于过去几年来对微波功率量值传递改革方案的研究,并已制定了同轴功率计量保证方案技术规范,在此基础上,我院开展了对同轴功率基准计量质量保证方案的研究工作。经过历时两年的研究和实践,制订出一套适合我国国情的实施细则,作为对该基准装置考核的依据
