艾森豪威尔政府时期,美国巨额的对外援助支出与资源有限的矛盾日益凸显。同时,随着第三世界国家逐步走上国际政治舞台,美国开始强调欠发达地区的政治稳定和经济发展对美国安全的重要性。于是,艾森豪威尔政府确立了减少对外援助、加强对欠发达国家的援助、逐步由“军事援助优先”转向“经济援助优先”的政策。这次战略中心的转移对以后的美国对外援助政策有长远的影响。
During the Eisenhower administration, the contradiction between the huge foreign aid expenditures and limited resources in the United States has become increasingly prominent. In the meantime, as the third world countries gradually embarked on the international political arena, the United States began to emphasize the importance of political stability and economic development in underdeveloped areas to the security of the United States. Thus, the Eisenhower administration established a policy of reducing foreign aid, strengthening aid to the less developed countries, and gradually shifting from “priority of military aid” to “priority of economic aid”. The transfer of this strategic center will have a long-term impact on the U.S. foreign aid policy in the future.
