针对全球快速的城市化进程给人类健康带来的严重威胁 ,世界卫生组织倡导“健康城市”运动。该项运动旨在建设一个健康的人群、健康的环境和健康的社会有机结合的整体 ,应该能改善环境、扩大社区资源 ,使城市居民能相互支持 ,以发挥最大的潜能。这是 2 1世纪一项全球性的行动战略。我国从 1996年起开展这项工作。今年 6月初 ,上海市政府常务会议原则通过了上海建设健康城市的“三年行动计划”。本市静安区政府于去年年底下发了《上海市静安区健康城区建设纲要 (试行 )》的通知 ,并认真实施了一年。本刊刊登该“纲要” ,为区、县、城镇规划和建设健康城区提供参考
In response to the serious threat to human health caused by the rapid global urbanization process, the World Health Organization advocates the “Healthy City” campaign. The campaign aims to build a healthy population, a healthy environment and a healthy and organic society. It should be able to improve the environment and expand community resources so that urban residents can support each other and maximize their potential. This is a global action strategy in the 21st century. My country started this work from 1996. At the beginning of June this year, the Shanghai Municipal Government’s executive meeting approved the “Three-year Action Plan” for the construction of a healthy city in Shanghai. At the end of last year, the Jing’an District Government of this Municipality issued a “Notice of the Construction Outline for the Healthy Urban District of Jing’an District of Shanghai (Trial)” and implemented it seriously for one year. This publication publishes the “Outline” to provide reference for districts, counties and towns to plan and build healthy urban areas.
