全国首个以省(自治区、直辖市)级单位统一编制实施的空间规划,《宁夏回族自治区空间发展战略规划条例》,将于2015年1月1日起施行。该《条例》的颁布实施,标志着宁夏空间发展战略规划的编制、实施、管理走向了规范化、制度化、法治化的道路。《条例》严格规范了空间发展战略规划的制定和修改程序,同时对违反空间发展战略规划的行为所应承担的法律责任做了严格的规定。 The first nationwide spatial planning to be implemented by provinces, autonomous regions and municipalities directly under the Central Government, the “Regulations for the Strategic Planning of Spatial Development of Ningxia Hui Autonomous Region” will come into force on January 1, 2015. The promulgation and implementation of the “Regulations” marked that the formulation, implementation and management of strategic planning for space development in Ningxia have taken the road of standardization, institutionalization and rule of law. The “Regulations” strictly regulate the process of formulating and amending the strategic plan for the development of the space and at the same time strictly stipulate the legal responsibilities that should be borne by the acts that violate the strategic plan for the development of the space.
