上海市郊县(区)市级河道计有大治河、金汇港、蕴藻浜、练祁河等24条段,1977-1980年大搞农田水利基本建设时期。当时以农业生产使用为主的大拖桥,由于不能明确维修经费渠道,而未能落实管理单位。随着改革开放的深入,郊区工农业生产迅猛发展,特别是乡镇企业,交通运输量成倍增长,这些大拖桥发挥了很大的效益,但同时受损也十分严重,据近二年资料统计,郊区市级河道上桥梁共有228座,(不包括由公路部门管理的公路桥,以下同),一般为汽-6级大拖桥,
