2005年6月,在上海召开的“全国体育发展战略研讨会暨中国群众体育高层论坛”上,讨论关于群众体育性质问题时,有学者认为：“现阶段我国群众体育主要是私益性的活动, 政府在群众体育发展中承担的是‘有限责任’”。这种观点与当前政府和民众对此问题的认识出入较大,笔者不敢苟同。因为,对体育尤其是对群众体育的定位、定性问题是直接关系到人民群众的健康,关系到今后体育改革的方向和目标,关系到城市和乡村的建设,关系到人民群众的切身利益的大问题, 所以有必要加以厘清。
