铁道部运输局在《2001年全路保价工作要点》的通知中,明确提出处理保价事故要坚持“三快”,即一是快速受理;二是快速调查;三是快速理赔。达到“三快”要切实贯彻落实“先赔付,后划分铁路内部责任”、“发站受理办赔”的要求,积极推广应用计算机事故处理系统,提高工作效率和质量的要求。铁路自1991年开展保价运输以来,货运事故主要表现为保价货运事故,从柳州铁路局保价货运事故赔款、占全局货运事故总赔款的百分比可以看出。例如1996年占99.77%;1997年占92.52%;1998年占99.99%;1999年占99.5%;2000年占99.9%。说明保价货物事故在货运事故中占的比例很大,其处理工作的质量将直接影响铁路货运安全管
