At present, the number of non-publicly-owned legal person enterprises in Heilongjiang Province, which are mainly composed of small and medium-sized enterprises, has exceeded 100,000 and the number of individual industrial and commercial households reached 1,772,900. The number of employed persons exceeds 5,470,000 and has become an important force in national economic and social development. In 2007, 39.6% of GDP, 53% of taxes, 76% of exports and 70% of employment in Heilongjiang Province were created or provided by SMEs. However, the financial resources acquired by SMEs do not match their role in the national economy and social development. The Central Party Committee and the State Council attach great importance to the development of small and medium-sized enterprises and increase financial support
