Since 1994, California began serious consideration to restructure its electricity market, in part because of the state’s consumers faced with expensive electricity prices at the time, in part because of the UK’s example of lifting power regulations. The author Bernstein conducted a comprehensive analysis of the California electricity market, including prices, markets, contracts and more. The article argues that from a historical point of view, the reconstruction of the electricity market originated from the service cost rules under the full dissatisfaction with the results of full support. Nonetheless, the electricity market has proved that the difficulty of reconstruction is much greater than many other deregulated typical markets, due to the extreme lack of flexibility in the supply of electricity and demand at the same time. For those continents and countries that are not yet embarking on the road to lifting power regulation, they will be judiciously awaiting lessons learned from California, New York, Pennsylvania, New England, England and Wales, Norway and Australia.
