顺应国际志愿服务发展和我国志愿服务新趋势,社区志愿服务工作方式将逐步向整体性制度安排、项目化运作和规范化管理的目标迈进。社区志愿服务的特殊性决定了社区志愿服务的管理不同于营利组织和政府的人力资源管理。在社会管理创新中加强培育社区志愿服务具有重要的理论意义与现实意义。本文在对社区志愿服务的理论知识研究的基础上,分析了社会管理创新中社区志愿服务面临的困境,并就政府如何培育社区志愿服务提出五点建议,进而努力实现各类志愿服务资源的有效整合,为社会管理创新工作注入生机与活力。 Conform to the development of international volunteer services and the new trend of China’s voluntary service, the community volunteer service mode of work will gradually move toward the goal of overall system arrangement, project operation and standardization management. The particularity of community volunteer service determines that the management of community volunteer service is different from that of profit organizations and government. It is of great theoretical and practical significance to strengthen the cultivation of community volunteer service in social management innovation. Based on the research of theoretical knowledge of community volunteer service, this paper analyzes the predicament of community volunteer service in social management innovation and puts forward five suggestions on how the government fosters community volunteer service, and then makes efforts to realize the effective of all kinds of volunteer service resources Integration, inject vitality and vitality into social management innovation.
